Ah, wait. To run sudo you need to be logged into the administrative user, right ? But normally that's not root, ok ?

So your sudo runs mc as 'root' and that account $HOME may be protective shelled by MacOS against access from anyone else.

Well, a straigt way to solve this could be trying to 'su root' which probably needs enabling 'root' user first. Then as root look for the mc configs.
