[mc] spell check

In my case (Debian, mc 3:4.8.28-1), these options are available when I
launch mcedit standalone, but they are not there when I use it as mc’s
internal edit (F4).

In my ~/.config/mc/ini, there is a “[Misc]” section that contains
“spell_language=en” (something apparently overwrites my “pl” setting).

    # dpkg -L libaspell-dev | fgrep aspell | grep -v ^/usr/share
    /usr/include/aspell.h
