Missing frame

I have just reinstalled MC from the Debian Sid repositories...and
find the MC frame is missing. The corners show up but there are no
vertical nor horizontal lines. The characters are defined in the
ini file. I am using utf-8. How can I fix it ?

BTW - Does anyone know why gnome.org has signed on with that 
uceprotect.net group. They have blocked my ISP alledgedly for
sending mail to an alleged spam mailer.
