unicode and german i18n

Hi,

mc-4.6.1: just switched to utf8.
For once mc doesn't proprly displays i18n, ÜBERVZ. (parent dir) becomes BERVZ. 
for example and garbles the frame layout.
Next, it won't display non-latin chars in file names - is mc unicode capable 
at all?
