Can't make under FreeBSD

It looks like you are using BSD make.  Have you tried GNU make?

I remember successul testing with both, but the final tests before 
releasing 4.5.55 were all done with GNU make.  Perhaps something was 
broken in the meantime.  Sorry for inconvenience.

You can try the lastest code snapshot from www.midnightcommander.org.
It doesn't have those directories at all.
