Update license from GPLv2+ to GPLv3+ version.

Hi all,

We need to update version of GPL license, because some issues (such as https://www.midnight-commander.org/ticket/2338)
requires ideas and some pieces of code from another GPLv3-only projects. In team opinion, better way is change license
number (better than 'black box' reverse ingeneering or any other).

Current license of mc is GPLv2+. This mean, development's agreement to replace the license number included in the
GPL2+ and no need to ask every contributor who has take time to project.

But we ask people here: if anyone have issues, disagreement or purposes about changing license number - please, ask us
in this mailists. We are glad to listen your points of view.
