MC Does not save to ~/.mc

I Have downloaded mc into Ubuntu desktop and netbook remix 9.10.  In both
cases mc sayes that it is saving to ~/.mc/ini but does not create the
file.   If I create a file ~/.mc/ini, then mc saves to it.

I downloaded a older version of mc that did not have this bug.

mc -V :

I have been using mc for as long as it has been around. Before it, I used
Yellow Pages in DOS. I still use YP in Dos/Win
