[bug #22178] Alt_O on '..' should open lower directory

Follow-up Comment #1, bug #22178 (project mc):

I've just tried it and Alt-O on '..' displays the contents of the parent
directory as it is supposed to. You have to give more detail if you suspect
there is a problem with this feature.
