[bug #19328] MC fail to notice when archive is replaced

Follow-up Comment #1, bug #19328 (project mc):

Some VFS (for example tar and cpio) can detect changed archives,
others (bzip, extfs) can't. There is no consistent support of change
detection in VFS.
