[patch #5221] fix for several iso9660 charset problems

Follow-up Comment #1, patch #5221 (project mc):

Do you think it's worth keeping the old method for retrieving the character
set as a fallback ? I tried 'locale charmap' on Solaris 10 and it works but I
cannot tell whether it is available on other systems.
