[bug #13376] When invoking external viewer, try VIEWER env var first, then PAGER, then use "view"

Follow-up Comment #1, bug #13376 (project mc):

Do we need this ? The patch is simple and I can apply it (or a variation) if
everyone agrees that it's worth adding.
