Now this is a different story...

The filename 

gcc-arc-linux-2.95.3-pl7-1.0.1/newlib-1.12.0_ds2/newlib/libc/sys/linux/include/netinet/ipprotosw.

is 97 characters long. This is the truncated filename length.
The original filename length is 100 characters (1 for the trailing 'h' and 2
for the `./').

MC had a bug extracting files with filenames of exactly 100 characters in
length (Bug #13536). It was fixed in July 2005. Since your MC package is
based on a CVS snapshot from October 2004 you don't have this fix. I guess
you should be looking for an updated MC package or apply the fix yourself and
rebuild the MC package.
