cons.saver should *not* be set suid root. You should create a user vcsa,
which owns /dev/vcsa* and suid vcsa cons.saver:

$ ls -l /usr/lib/mc/cons.saver                                 
-rws--x--x  1 vcsa root 7316 Dec  3 19:48 /usr/lib/mc/cons.saver
