[patch] -DNDEBUG when --enable-maintainer-mode is not selected

Hi all,

following common practice, assert() statements are only evaluated in 
debugging versions of the code. Therefore I'd like to disable them 
unless --enable-maintainer-mode is explicitly selected as a ./configure 
argument.
