Import slang-1.4.9 patch

With this patch make still fails with the same error on AIX:

slsmg.c:76: `SLtt_Has_Alt_Charset' undeclared here (not in a function)
slsmg.c:78: `SLtt_Use_Blink_For_ACS' undeclared here (not in a function)
make: 1254-004 The error code from the last command is 1.
