Undesired feature in MC's View mode

Present in at least versions 4.5.5 and 4.6.0 on my (overcustomised Slackware
8.1) Linux box.

Maybe I was spoiled by Buerg's LIST.COM in the MS-DOS world, but I find MC's
viewer far short of my expectations, especially its insistence on deciding
for me how much to view of a file, given how much I rely on it to look into
files.

The file is usually a binary type with very few if any newlines. Symptom:
The viewer stops short, sometimes WAY short, of the end. It may be possible
to slide further down with the arrows, though.

A pathological example:
 1. Hop over to cbttape.com and grab CBT309.zip, extract FILE309.XMI and use
"dd if=FILE309.XMI of=file309.xmi conv=ascii bs=80" or something similar to
convert it from EBCDIC to ASCII.
 2. View them. The viewer works fine on the original EBCDIC file, but the
ASCII conversion goes down the wrong way.

Oh, and pray check MC's i18n. The MTime format seems not to change by
locale, counter to what one would expect.
