GNU Midnight Commander 4.6.0-pre3 released

Hello!

GNU Midnight Commander 4.6.0-pre3 has been released.  The only reason for
this release is the fact that there were two major bugs in 4.6.0-pre2.

The 4.6.0 release will follow shortly (hopefully by the end of the month),
but I don't want the buggy 4.6.0-pre2 to be the latest version in the
meantime.

News:

- - Core functionality.
        - ".." is no longer shown in the root directory.

- - Screen libraries.
        - Fixed incorrect processing on AltGr introduced in -pre2.

- - Documentation.
        - Fixed a bug in man2hlp that could randomly prevent correct
          generation of the help files.
        - Added manual page for mcview.
