Joining development

Hello,

I would like to know how I could join the mc development team.  I have an
idea about implementing extended filter capability in mc.  I am an
experienced C programmer, but I have never been involved in a GNU project.

How do you evaluate if a person can join the team?  Do I need a referral
from someone? Do I need to show you sample code of the changes I would like
to make?
