po/Makefile from gettext 0.11.x assumes consfig.status is in 
AC_CONFIG_AUX_DIR, so there 3 ways to fix this:

1) Fix gettext developers ;-)
2) Patch po/Makefile from configure
3) Remove AC_CONFIG_AUX_DIR.

BTW, there is no needs for potfiles command in configure.in, at least on 
  Slackware with gettext 0.10.40 and on RedHat 7.3+gettext 0.11.1.
