[PATCH] extfs scripts fixes

Hello!

I have applied all your patches and made a lot of fixes to extfs scripts.

Among interesting changes is the new uarj script that works with the free
ARJ from http://arj.sourceforge.net/ - it's better to promote maintained
free software than to keep our own patch to unarj.

Many scripts use better quoting now, so they should work better with files
that have strange symbols (e.g. spaces) in their names.

stderr is not redirected to /dev/null unless it's the only way to suppress
unwanted messages from the archiver.  Most archivers have an option for
that.
