Ncurces based mc does not handle keys under high load

Tried in the editor both in Linux and Cygwin while running "make -j5" in
another window - no effect, everything is fine.
As for the mouse, I can only reproduce it on one computer, most likely
because of gcc-3.2. "TERM=vt100 mc -x" supports mouse. I think we can
take care of it later.
Right now I'm mostly interested in basic portability and security -
crashes, Valgrind warnings, unsafe calls etc. If everything is fine,
4.6.0-pre1 will be released in 24 hours.
If you have time, please update the Ukrainian translation. I don't really
care about translations in the prerelease, but maybe you do. I'm sorry, I
added fish to the menu after a long consideration. I hope it's the last
change in the translatable strings before 4.6.0.
