AM_GNU_GETTEXT is back!

Hello!

The GNOME repository has been updated to gettext 0.10.38. Because of that,
(as well as because MC is not a library) AM_GNOME_GETTEXT has been
replaced with AM_GNU_GETTEXT in configure.in.

Several minor changes have been done (or undone) to allow building
libintl.a and linking against it. Now "make distcheck" passes again.

Whether gettext will be reverted to 0.10.35 or not, MC should compile. It
is now possible to use --with-included-gettext - enjoy it. The new
snapshot is in the usual place.
